Interesting concept to build a system like this yourself - having been involved in this sort of development for other parts of our business you would need a minimum of 5-10M to payroll it to a first release MVP (no-with-standing you would need a further min 25% contingency above these estimates) and then a broad skill team to continually develop and maintain it. There are numerous moving parts to these systems and they are always needing further enhancement and development to stay relevant as well as compliant.
All IT projects in the early stages seem fairly straight forward and logical but this illusion quickly dissipates when the reality and enormity of the project crystalize, this is why the success rate is so low (or alternately stated "the failure rate is so high"). You need very deep pockets - lots of patience, and a highly skilled and talented team - and then you need to ask yourself is this my core competency as this is a full time gig.
We are admin specialists - we do that very well and use the tools we utilise better than most so despite Class being a significant line item in our P&L we are also very cognisant that it is a critical piece that enables us to extract the margins we do from our business. Without and/or trying to do our own thing would be a huge step backward to our momentum - ability to scale - and to our bottom line.
