You can say that about EVERY part of Australia for that matter, and yet in that 30 years there have been many new ore discoveries, some within cooee of past exploration and drilling activities. And those more recent discoveries haven't necessarily been the result of lower economic grades nor new technologies, just the simple fact that earlier exploration missed the lode.
