They are still in negotiations perhaps because Easpring hasn't brought enough to the table to satisfy CLQ. Easpring is looking at alternatives and/or additions perhaps because they are looking for a better deal than what CLQ has offered them, or to diversify their supply, or to satisfy their volume. CLQ and Easpring LOM extension may or may not be a done deal, pending the final decision to invest. If the battery factory happens, its no surprise, they announced they were talking about it last year. If it doesn't happen, something better will come along. Or, very possibly, it happens, plus something better comes along.
