It's really poorly written, but it's saying the current 15% vwap premium results in .826 cents, and that 200% of fixed conversion price is if the vwap doubles by the time the note is converted.
The "15% premium to the 15-day VWAP preceding finalization of the Note subscription" is referred to as the "Fixed Conversion Price"
