    Its not an offer. Its the wash up for the rights issue just had. Cleansing issues are allowed for some stocks. Interestingly the rights offer was for $1.07. Appears to be no escrow (?pls correct me if wrong). Which means someone just made $9m+ . Pretty dilutive when break-even round the corner.
