Thats exactly my thinking scottport. Pity the 2nd tranche didn`t get into the entitlement but the company must not have needed that money which makes the notes issue yesterday even more interesting.

The company announced on the 6th of Feb in was in discussions with possible JV partners. There is no way a company would announce something like this unless, 1, they had been in discussions for a period of time, 2, there was an expectation that something would come from the discussions.
Otherwise why announce it in two announcements.
Given there was probably 4 weeeks of discussion prior to feb 6 and the company is due to spud its most important and expensive well any moment I think there is a high chance something will come out before entitlement closes on the 6th. Probably 5th to give time for payments to arrive.
