new tech in the hands of new operators usually require some experiment, debugging, assessment of quality and fine tuning before achieving on-spec product. I gather they'll have support from the manufacturer of the system but it's relatively new technology. even the manufacturer might have difficulty getting settings perfect and consistent.

as to Govt funding, yes this will be the clincher to ensure this business gets past the most high risk part of the establishment. but will it come given the state of play in Congress and Senate? theres sure to be massive competition for Govt funds and promises of funding don't mean a thing until the cash is in.
