Whether or not this will be as big as people think it is heavily depends on whoever is conducting the CBA. I am sure the us military also does these things w.r.t to non strategic considerations. It is a frustratingly subjective thing especially when thinking of what form of discount rate they will use. as there are plenty of theoretical backings for discount rates but ultimately are in the eye of the beholder. if costs outweigh the benefits w.r.t to some discount rate, it's a no go
