Too all those that think shipping out this crude is viable I'm sorry but that's a pipe dream. The biggest ship that can get into Geraldton port is quite a small ship by crude tanker measurements. 50,000 cubic meters which equates to about 320000 barrels. That's 320 days of current production. That's one small tanker per year and you have to pay storage costs all that time.
Too those that think a small Emromanga type distillation column is solution I'm sorry that's not for you either. The crude supply there is perfect middle distillate and comes out of the tower as low sulphur diesel and has a ready made market at Mt Isa underground. Cliff head crude is a heavy crude and you wont get much ready made product from it. It takes a lot of secondary processing to make anything saleable from this crude.
The BP refinery runs at 150000 barrels per day. Cliffhead is 1000 hoping for 3-4000 per day. It is such a very small amount in the real terms of oil production.
The only alternative I see is a deal with Wren Oil that runs a recycle oil facility in Bunbury. They run a small vacuum distillation setup to reprocess waste lube oils and have infrastructure to export the product. They would be dealing with similar volumes and may be able to expand to take this crude also
