There are already rapid COVID-19 tests capable of detecting the virus prior to the onset of symptoms with very high accuracy. Further, it's not clear how, if at all, a cough based algorithm would be capable of identifying a-symptomatic carriers. God help us if we depend on detection which first requires the onset of symptoms and then sees patients coughing into their mobile phones. Not only is this announcement 12 months' late, but the entire concept sounds like a flop.
