I think I may know what is going on here.
We know they are looking at a merger or JV with another company, I suspect they have one in mind, likely some sort of skin care retail company.
I think that in that process there will be a CR, and the JV company will not want pay too high a sp, hence no determination to increase sp thru BB.
Time will tell, in any case I do not expect any significant increase in the sp over coming 6 months.
