I'm thinking there is more too this than we know. If Peter was to reduce the CR to the revised SP he would have to probably drop the SP to around 2.8c. This is considerably lower and would result in a shortfall of almost $400k. I'm thinking the prospectus may reopen at a later date when the SP recovers. He has already fullfiled $280k in work for shares at 4.5c SP which is a huge bonus.
