You’re correct it provides money to the company rather than allow a shareholder to cash out.
it doesn’t necessarily increase the share price unless it is spent wisely and can have the opposite effect of further diluting existing shareholders so depress the price.
I see no evidence the money will be spent wisely rather just continuing to fund lifestyles of Directors and Management.
