Yes, but people live in cities for the convenience of access to amenities as the tradeoff for congestion and less clean air and peace and quiet. Conversely people in rural accept less convenience as their tradeoff for having those benefits.
Basically, you're expecting people to ignore their expectations for convenience and go to trouble to get there, when they have closer choices. Not going to happen. Some will be captured online of course, but some will be lost.
