The $500 parcel value was based on the share's market price at the close of trading on the Record Date, that date being 29 March 2019 and the closing price being $0.002. So, in real terms, that means that if you held less than 250,000 shares then regardless of what happened to the market price after 29 March your holding was going to be sold because at the Record Date the value of your holding was less than $500.

Yes, I've no doubt that if you forgot that the parcel value was determined at the Record Date then it would be very frustrating to have held, say, 245,000 shares a week ago, with a market share price of $0.005 and a parcel value of $1,225, and have it "stolen" from you because it had a value of less than $500.
