That's not what it means at all.
Macquarie updated their analysis in the light of new data, and the result was a small adjustment of projected price. Even with the adjustment, the target price still exceeds current share price by a fair percentage.
The meaning is a slightly reduced, but still positive, anticipated growth over the next year.
