The opening paragraph emphasis seems to be on accepting the $10m order - what is missing is some excitement and/or pleased to announce
Maybe CNQ were hoping for a bigger contract from the outset, both volume and better water quality.
The upside is that it basically locks out competitors for any upgrade - in say 2029/2030.
