So you ask the question . . . "who needs to pay for expensive drilling ?"

The foundation of investment advice is to ask two fundamental questions.
1) What is true about the investor, and
2) What is true about the investment.
When the ASX permits unqualified persons to answer the second question then sound investment decisions are impossible.

The AusIMM website ( URL ) clearly shows that their members need not know anything about chemistry or geology. The ASX has no business allowing AusIMM members to certify in relation to these matters. Their admission rules are too lax for this purpose.

The 23 May 2022 announcement may well become a case study for middle school Science students everywhere.
