To my mind.. it's just a (last) box to tick..
Domestic coal vs export coal - Domestic ( lower quality ) was going to go to Eskom.. but given their problems ( and timing of new supply contracts ) are not able to sign anything.
So Noble.. who no doubt will know full well how the finance is going.. (as i'd suggest they are still part of it) - were just asked to sign off on taking the domestic proportion of mined coal.
With everything that can possibly be produced now being taken by someone.. i'd suggest we're not far from getting all the required signatures.
In this case.. I hope im not wrong.. but that's my thoughts on the matter..
