all due respect, it was a stupid decision to pay such large dividends in the first place without thinking about the future, either short term or long term.
short term, anybody with half a brain would have known they had a tax bill coming - the people working in the company should have absolutely seen this coming - they should have put money aside for it. the board and major shareholders got greedy.
short term, continue paying smaller dividends now!
long term, grow the company someway or another.
