Even if the board were allowed to place shortfall shares - they would not do it below 15 cents (having just struggled to raise $'s at 15 cents over the last 7 weeks or so!).

I would guess that this SPP has been a REAL struggle for this company and that very few applications have been received in either $ terms or number! I would also guess that a great many of the applications received were for the minimum $ amount!

They will probably wait most of this week out - hoping for the receipt of as many last minute applications as possible!
