I suspect there is probably a condition on their permit that they have to do some work, to a certain value, in order to comply with the terms of their lease over the area - and this is it. Ticks the box.
As far as I can work out, the work proposed is not expensive, so they retain the lease and comply by doing this work, and as already said, a couple of good hits may allow them the option of selling the project to raise capital for further work at Watershed or Africa.
I suspect there is probably a condition on their permit that...
