I think we are likely to see a Trump win as things look right now, a guess only, these things often surprise.
In a last term Presidency most pundits suspect specific fossil fuel districts may get some forgiveness but little substantive, the EV genie is out the of the jar so to speak. The IRA has many parts which could be scaled back, but in reality US commentary appears to support little substantive change in the upward progress of EV's.
Two problems make even less substantive changes a little problematic.
1. Repealing the IRA would require an act of Congress.
2. Most project investments under the IRA have been committed to Republican districts in the country.
