It could have been something to do with the old Chinese JV partner not having the right relationships with the Congolese government to give them comfort as to their security tenure at the project. Whereas CFE appears to have confidence in their relationships with the government, such that they consider their investment in the project to be relatively safe from sovereign risk (well as safe as one can ever feel in the DRC)
