Re preferred tenderers. I'm not speculating where you sit in the range of services required, although your comment re promoting technology on is interesting. I do believe though that there is a careful strategy behind Luke's approach there which has been designed to reposition STA from begger to chooser, which I believe he's done well. Who knows what black swans might appear to disrupt the cycle but all things staying steady, Cobun looks like being back in the game and jumping the queue.
