The short answer is yes, but based on 25% (using 2IC numbers) of design throughput then this is abysmal!

My experience is you should be hitting above 80% design and be working up from there.

I have a project now with the reverse problem....can easily meet 'expected' design but can't turn down throughput to Min design and burning $$ when we want to run at Min design.

I was always in for the long haul but this may be a little bit longer than I first thought!
