They already are, this is just a cost issue as to exactly how it happens. Water to wcp comes from bores, goes to dmu, comes back with ore, pumped to void with waste, goes into ground and comes out via bores again. This is the Great Artesian basin at work - don't need to pump it back from the voids. Until you do, that clay thing... This costs, a lot .vs. not needing to do anything. As @2ic pointed out, this was well known in the earlier work, but just missed in execution, later admitted in the red pill session, more purplish, it turns out. So now they DO have to "just re-use the water", and pay for it...
