These shares trade on very very low liquidity and float -- less than 0.5% trading volume sees the stock jump up 20%. This is classic market manipulation tactics by Indonesian promoters. This has been going on for a very very long time across sectors there, there is nothing new. For various reasons -- 1) most obvious is to raise more capital from market 2) promoters can also use their shares as collaterals for their own private purposes.
