To me this announcement offers more than the one for the Seychelles.

From what I can tell, Reunion Island and Mauritius are much closer to the southern swells than is the Seychelles. Some reports I have read is that the Seychelles is not a noted surf destination.

The part about micro grids on Mauritius is interesting.

I am starting to think that MOU's signed this close to verification of the technology might carry more weight than those signed five or six years ago.
