Here's my take on the difference in production capacity. All of the production equipment is fully tested and ready for capacity of 2.4m gallons except for one component in the mixing system which can be changed out "seamlessly" when the demand is there.
This is therefore not a significant constraint. As soon as the demand is there it will be changed, and the existing component will be used to augment capacity. The most likely explanation is cost. The existing reactors were very small, but the mixing components much closer to the required production capacity, already able to produce 1m gal pa, so there is no immediate need to upgrade it given current demand. I suspect this component is quite expensive to purchase, and its something Eden can elect to do a little later.
I think you are really reading too much into this.
