As for proving it, well the owner is not listed as federal so it can’t be more clear. Anything they do on that land will be referenced as “fee” ownership, they have all rights and ownership and can assign them (for a fee, hence the term) in perpetuity.
They specifically mentioned this as their reasoning for obtaining the site. They still have to go through APD motions with OGM but that’s largely procedural in order to have all wells properly documented (undocumented wells and mines are a hazard etc).
