Reading between the lines, it seems the NICC is intent on cancelling the casino license, and will use the findings of the second inquiry as justification to do so.
If nothing has really changed in 18 months, nothing will change in the next 15 weeks to change the NICC’s mind.
The NICC clearly wants SGR out of NSW and imo they will use Bell 2 as the final nail in the coffin.
