IMO, "Secure Mining Permit" and "Financing Agreement" will happen simultaneously. Pretty sure there is no chicken and egg scenario.

Why would Cameroon issue the Mining Licence which generally carries 25? years mining rights to somebody without assurance that the mine will be developed within a reasonable timeframe, say 2-3 years.

I bet Canyon's strategic partner MCC-CIE will be at the negotiating table with PG and the Cameroonian officials.
