@tone76 I think they will start mining as the water recede slowly. so no need to wait 17 years. Also they could invest some profit in to better Pump/s to speed up the process. However, not sure if they can do that as they might have an agreement with locals to supply that water for 17 years for their agriculture etc..
Need to find that out firs.
