The OTC a market in USA is not that well regulated. So the market maker is not necessarily obliged to cover the short position that he has given out to someone ie Culper in the USA. So effectively the market maker would be the person who would have to pay over to the USA shorter ie Culper. This could happen without any lending of physical Australian quoted stock or the market maker has come to an arrangement with a couple of larger Australian holders to pay a borrowing fee for their stock. This would allow the market maker to sell the Australian quoted stock in NEU and buy it back at a lower price thereby covering what he would have to pay to the USA shorter. Hence, an effective short position has been established in NEU!
