I think you are taking it out of context, 2nd world countries with rapidly expanding economies and infrastrucure that lags demand will have these sort of issues from time to time, its the other side of the explosive growth ICU has enjoyed. That may well be the sort of industry that you dont want to invest in, but I dont mind allocating a small amount of capital to these sort of industries in developing countries.
