@grussellt Im not sure which report you mean but Im guessing the 10% refers to IGEs JV partner in Amsterdam.
IGE forms a new JV company for each engagement naturally and negotiates T&Cs and equity.
The following is an old spreadsheet I used to maintain as new deals were announced, its about a year old and Im not sure how accurate it is any longer, but it shows what the partners equity was , the size of the announced plant, and the JV production goals. I haven't seen any recent announcements, but this maybe provides some answers to your questions regarding the 10% equity by a "non-controlling interest".
