JL, Before committing to a BFS as they have done DL E&C would have a pretty good idea as to the viability of the project as this step would be costly i would imagine, as you say nothing is certain but the odds are staking up in LCK's favor and any perceived impediments to the success of the project would have been picked apart by this stage in the game, it will be a long slow process though, cheers.
