The 5 day VWAP from 24th May to 31st May is around 10c, with a 20% premium applied it is 12c.
60 million options issued at 12c instead of 8c makes a world of difference.

From the ASX query the answer is very clear about the options.

"3. When did MOY first become aware of the Information?

MOY first became aware that the documentation comprising the Loan Facility had been fully executed at 1.54pm on Friday, 31 May 2019 by way of an email from our legal advisers. MOY received the fully executed documents by email at 3.10pm on 31 May 2019."

Now it would have been nice to announce the rough June month production or a word as they are confident would get that 6500-6750 ounces, so as to get the next $5 million on line.

So the plant was commissioned between 19-24th June with positive results.
The share price started rising from 23 th June. How does one intend to win this game.

Some people are in the know before the rest of us. The whole ASX stocks are like that. Very unfair game.
So following price action is the best course for me.
