According to the ann, the committee first met 'last week' - presumably between 17 and 21 June. 90 days from the 21st is 19th Sept.
I presume the minister then has to approve the report before the agreement can be signed. No timeline on that component...

Apparently the committee 'must' report in 90 days. I guess they get flogged with a wet lettuce if they are late. Wanna take bets on the committee being granted an extension?
