Bring such experienced people join the management, it's more likely that the delay is due to the management restructuring because recruit senior management personnel is a difficult task ad apparently the management want everything correct and very happy what they have done so far.
With all the effort they have done, the reopen SP could be $3.30~$3.80, quite possible, imo.
