The so called sophs do not know how to use their money wisely by doing what you pointed out in your post.
At the moment there is too much of an addiction to shorting,scalping and capping of stocks by the con artists (hedge funds, instos & brokers).

If they had any real strategy they would release the brakes and allow the SP to rise up to 10 cents and make some decent profits.
Instead they leave their worthless sell orders in the queue inflating the ask side for months of timewasting and a limited amount of trades compared to 100s of trades if the price was to rise.
