i dont believe for one minute that the funding hold-up at this point and time has anything to do with the price of oil. it has to be around the desks, looking at the court case ending the way it did a few weeks back is a good indication that oil has nothing to do with it.
I think the money will come and when it does the market will respond aggressively in a positive way
