I would not read to much into it at this moment in time.
They clearly state that they have pretty well responded to queries from the earlier PH which would be back in February..

The next paragraph states:
Several submissions were received by Government (assume they mean from the government) in final days of recent public consultation and Company has started to develop responses to those submissions.
Plus they are seeking the transcripts of the recent meetings....

Lets not forget the other issue on the table at the same time.......
