Basic math misunderstanding on your side it seems. Just because a situation has two possible outcomes it does not at all mean it’s a “50-50”.
You should know that the project is not on Federal land but on state land, with a very mining friendly government and no tribal issues or nature reserve issues at all.
So, applying a more informed method to your “it’s this or the other” approach means it is more like 80-20 or 90-10 in favour of a positive outcome.
