Don't split hairs mate - DER is but one Dept within the framework of having a Mining Lease granted and operational from Mining Proposals -Project Management Plans - Mine Closure Plans - Miscellaenous Licences - NVCP's - Heritage Agreements - Safety - Water - AXSTATS - SRS - and on and on if you want to argue about it - I have been out of it for a few years and Depts and regulatory requirements are forever changing --- I will rephrase it - there are no problems - you just have to keep grinding away !! My take on it is that all Govt agencies are bending over backwards to fast track projects. You only have to look at mines brought into production recently to note the time it has taken to go from inception to production compared with what we had to deal with previously.
Notwithstanding my concern is not so much the shortage of experienced people who can do the job but the shortage of people who actually want to do the job because of the mountain of paperwork involved.
