Well there you go. A blind man with a stick can see what they are telling us here...
We will have the funds soon and the stock price will triple in value when the announcements come through.
My guess is they will announce,
1 We have the money.
2 We are going to build the plant.
3 We will expand the plant.
4 Construction starts.... lets say mid 2024...
5 Energy storage cells are a huge success and the stock price doubles.
