imo NRF will come in 2 forms, grants and loans. Grants will be part of the $550 seed funding to invest in Planning, Proof of Concepts and then loans will kick in for Delivery to production and market. This way the NRF is not simply providing "Govt handouts" but is investing in the company and Australia's battery manufacturing capability. Some of the $15B might also be significant tax offsets.
I'm guessing but for the $15B the government and Australian people will expect a return on investment.
