Woody, I think you are not seeing the work put in by the major (and most) mining companies to gain compliance. I suspect you may be trivialising their efforts and forgetting the multiple and very expensive offset purchases required (such as 6 Ha of reserve of like vegetation they purchase for each Ha disturbed which is then placed in preservation in perpetuity) and then provide very extensive rehabilitation plans amongst other things which are highly scrutenised.
