The customers are waiting for EPA approval before bothering signing anything binding. Why is that such a difficult concept for people to wrap their heads around? Would you pre-order hundreds of thousands of dollars worth of something if you weren't even sure if the supplier would be able to deliver that product when they stated, if at all?Its literally that simple. Off-takes will come immediately after ministerial signoff. Christ, the lengths some of you people will go to, to look for cracks in this, is astounding.
